No. As I understand it, to access the upper control arm bolts the strut needs to come out. Bolts come out through the inside of the strut tower. The last generation Silverado (14-18) you could...

Yeah, bolts go through from the inside of the strut tower to the outside. The strut is in the way to pull the bolts back far enough to get the A arm off. It would have been so easy if they were the other way around!
